RIDGWAY--It all started over some Biko (a native Filipino delicacy where glutinous rice is cooked with coconut milk and brown sugar then topped with brown sugar and coconut milk caramel) that Mayor Guillermo Udarbe's mother was famous for making as Christmas gifts on their small rice farm in Camalaniugan, Cagayan state in the Philippines. Gloria's family lived about 20 miles away in the coastal city of Aparri. From family acquaintances to their first glances at each other at around 12 years old, their romance blossomed only when they attended the same Medical Teaching Hospital in Manila when they turned 18.
