WILCOX – Manager Jeff Allio from the Rural Community Assistance Partnership [RCAP] out of Meadville evaluated the Jones Township Municipal Authority's rate structure Wednesday night during a board meeting.
RCAP's goal is to help small, rural communities that are seeking to build, maintain or expand their water and wastewater infrastructure by providing training in the financial, managerial and operational areas of water and wastewater systems.
"I wanted to refresh from the last time we worked with you in helping to do an evaluation on your water system and through that process we used the asset management spreadsheet tool, but this is more for looking at your rate structure and making sure that your rates are going to meet up with what your needs are."
Allio briefed authority members with a 30-minute PowerPoint presentation.
"What you particularly find with sewer and water systems is that they last over three generations," Allio said. "What happens is the first generation builds the system, the second generation gets a free ride and the third generation pays to replace it, if we don't do something that is what we call asset management."
