Elk County inmate still missing Print E-mail

Never returned from furlough.

As of yesterday afternoon, Douglas Eugene Green, an Elk County inmate who was issued a furlough to attend a funeral in Clarion had yet to surface, according to Elk County Prison Warden Greg Gebauer.
“From what I recall, this has not happened on a furlough before, but it has happened with work release,” Gebauer said.
According to an April 3 news release issued by the Ridgway Police Department, Green was issued a furlough by President Judge Richard A. Masson to attend a funeral in Clarion. Green was informed that he was to return to the corrections facility at 3 p.m. on April 3 but ‘did not report back to the prison as scheduled.’  “A furlough is applied by the judge and each one is different, the timeframes are different. (Green’s) was a six–hour furlough,” Gebauer said. “(Green) was in jail for domestic relations contempt and the judge had sentenced him to 180 days incarceration.”
According to the Ridgway Police Department, Green was last seen around the Emlenton area.
Emlenton is approximately 78 miles from Ridgway and roughly 20 miles from Clarion.
“With a furlough, the sentencing authority must authorize in writing, yes or no, to release a specific person for a specific amount of time,” Gebauer said.
While Green departed the facility Friday, Gebauer was not legally allowed to reveal who Green was released to.
“But if the inmate has yet to be sentenced or has a major crime against him or her, the court could issue a deputy from the sheriff’s office to accompany the inmate to a funeral,” Gebauer said. “In the past, the court has issued a deputy to accompany the inmate but that was not the case with (Green).”
The Ridgway Police Department is being assisted by the Elk County Prison, Pennsylvania State Police, and other local departments based on where Green is believed to be headed. More information with be provided as the investigation is continuing.
