Council member Ralph Dussia nominated Geitner to continue his role as president and was seconded by Frank Quattrone.
Council member Heather Mader nominated Stolburg to take over Geitner's seat.
"I would like to [acknowledge] our past president J.R. Geitner for serving the council this last year and welcome all of new and old members to borough council," Stolburg said.
Quattrone was elected as vice president in a 4-2 decision over Dussia.
David Pontzer was reappointed as solicitor.
