Health care costs hurting prison

With an average daily population exceeding 80 inmates at the Elk County Prison, and increasing rates of substance abuse and mental health issues, in-house nursing services have become a necessity at the jail.
Commissioners on Tuesday voted to approve another nursing contract based on a recommendation from the county’s prison board.
