PUNXSUTAWNEY — Gov. Tom Corbett professed his early spring preferences just prior to Punxsutawney Phil's 126th annual prognostication early Thursday morning at Gobbler's Knob, but as history has shown, the Seer of Seer relies on nothing else except than his own instinct.
The result, as read by Vice President Mike Johnston: "As I look at the crowd of Gobbler's Knob, many shadows do I see; so six more weeks of winter it must be."
When asked if he was pleased with Punxsy Phil's prognostication, Corbett replied, "No. Now we've got to get PennDOT ready."
The Ridgway Township Municipal Authority voted in favor of reinstating a $15 fee to send past due notices to customers during Thursday night's regular meeting.
Works superintendent Carl Gosnell explained that the board opted not to charge the $15 fee to send notices to customers during the transition period to the new water meter program.
"The due day now is fixed at the 22nd of each month and there will no changes," Gosnell said. "There should be no confusion as to this point on what the procedure is and how it works."
Chairman Ed LaValle suggested the fee be reinstated.

PUNXSUTAWNEY — Despite being born in the Philadelphia area, Gov. Tom Corbett insists he is a western Pennsylvania man by heart who has observed Groundhog Day since he was a child.
"When I was young, we had only three TV stations, and one of them we couldn't get — not in North Hills," said Corbett, the second sitting Pennsylvania governor to attend Groundhog Day. "We always hope for more winter and snow so we could play outside."
At Tuesday's meeting of the Elk County Solid Waste Authority, the authority reorganized for 2012. After the meeting began, the members immediately went into executive session to discuss personnel matters, with no official action taken.
Russ Braun was reappointed as chairman of the authority, Robin Dubler as vice-chair and John Moran as secretary. Jim DeVittorio will continue as the authority's solicitor.
The Ridgway Township Supervisors held a special meeting Wednesday afternoon to adopt a stormwater ordinance mandated by the Department of Environmental Protection [DEP].
"This was mandated by DEP for all of the counties to adopt a stormwater management plan," said chairman John Gardner.
Now, as required by the stormwater management ordinance, a Small Project Stormwater Management Application is required whenever less than 5,000 square feet of impervious surface is proposed.

CAPSEA, Inc. [Citizens Against Physical, Sexual and Emotional Abuse] has conveniently-placed Wish List drop-off boxes at three Northwest Savings Bank locations as part of an annual drive to assist in supplying abuse victims staying in the Ridgway shelter with the basic necessities.
Wish List drop-off boxes are located at the Ridgway, St. Marys and Johnsonburg Northwest Savings Bank office locations.
At Tuesday's meeting of the Elk County Solid Waste Authority, a lengthy discussion was held concerning the possible hire of a worker(s) to aid in the running of the Elk County Community Recycling Center in the Stackpole Complex in St. Marys. The Elk County Commissioners were also present at the meeting to give their input on the matter.
January 30th
The Main Street Program is kicking off a statewide initiative this Friday to promote shopping along downtown Ridgway.
"First Friday" will be a monthly event held on the first Friday of each month. Downtown merchants, restaurants, clubs and specialty shops will hold extended hours, promotions and specials until 7 p.m. in an effort to increase traffic into each participating business.
PUNXSUTAWNEY — Break out the red carpet for the Groundhog Day trek to Gobbler's Knob for two important figures: Punxsutawney Phil and Pennsylvania Gov. Tom Corbett.
The Groundhog Club's Inner Circle confirmed last week that Corbett and his wife, Susan, will indeed attend Groundhog Day 2012, serving as the guest speaker at the annual Groundhog Banquet Feb. 1 and making the trek with the Inner Circle the morning of Feb. 2.
