ERIE – Criminal charges continue to emerge in the investigation and prosecution of Francis Anthony Milliard, 55, of Ridgway, charged with two Elk County arsons and an attempted murder, as a federal grand jury indicted Milliard and a 'known associate' Tuesday for violating federal gun laws.
